Teague is, half the time, appears to be an astute drunk, but only a quarter of this is an act. Probably. At least a quarter of him is higher than Mount Mazzarat, but the other half is a distinguished member of the Pirate Court. Only take out the distinguished part. While Teague would never risk the lives of his crew unnecessarily, he has been shown to risk his life more than once, due to his rather unfortunate case of immortality.
Still, he's the oldest sitting member in the Pirate Court, and his word is rather respected among the other, younger Pirates, even if half of them are arrogant pricks and think they know better. The ones who don't will learn quickly.
History:
Teague was born about four thousand years ago, in a large port city in the developing kingdom of Kattarn. His mother died at childbirth, and his father, the captain of an merchant Galleon, raised him on his ship, among his crew, and his life was the life of a sailor. By twenty five, he had managed to save up enough to purchase his own ship, hire his own crew, and become a merchant himself. This didn't exactly sit well with him, however, wanting something more exciting than the monotonous life of a merchant. And his wish was granted when his ship was attacked by a pirate vessel, and, after a short chase, the pirates managed to board Teague's ship.
And the fighting then ensued, as Teague and his crew fought against the pirates and came out victorious, albeit with heavy losses. After delivering his cargo to the destination, they stayed in town for a few weeks, awaiting the repairs of his ship to finish, though this time of supposed celebration was, for Teague, replaced by an egging feeling that he didn't really... fit with the lifestyle he chose. So, after venturing to Panthros Harbor, he released his men from their service, purchased supplies, and went to a nearby tavern with parchment, a quill, an inkwell and a table for a crew. Mainly a Pirate crew.
If Pirate Life wasn't for him, then he'd retire.
But, as luck would have it, he managed to gather up a small crew of vagabonds and rechristened his vessel The Infernal Dutchess, and set off to plunder shit. Like pirates should.
Several eventful years passed, among them his indoctrination into the Eastern Pirates. But soon things turned towards Kaz Kazan. More specifically a potion master's home. See, Teague's success as a pirate was three parts rum and two parts funny mushrooms and potions, with another two parts being sailor's intuition. But, while browsing this potion master's home, he garbled down the wrong mix of funny mushrooms and potions. The potion was supposed to be an youth potion with an EverDeath curse thrown on to it. Of course, a small bag of Funshrooms, as the potion master called them, and this cursed potion did not mix well. Not that Teague realized it at the time.
A few short months later, Teague and a few of his crew were captured and summarily hanged for piracy. Only to awaken from death five minutes later, his neck fixed and in a pile of dead bodies.
And thus started the reign of the Hangman, a pirate who wouldn't stay dead. Oh, the possibilities...
After a few decades of consolidating wealth, a considerable reputation, and plenty of fine maidens, he was nominated for Pirate King. Of course, after a few months of the contest, he dropped out, mainly because he really didn't want that fucking job. Too much paperwork, not enough piracy. So, instead, he became a member of the Pirate Court, a position that had equal amounts of both Paperwork and Piracy.
For the past four thousand years, Teague's been making sure that the traditions of the Eastern Pirates have been upheld throughout the years. He eventually became friends with the pirate known as Edward Black after an argument the two had that had resulted in Black breaking Teague's neck in rage while in a session in the Court. When Teague woke up, the two came to agree on many things.
Now the contest for a new Pirate King or Queen has arisen, and Teague feels that this is a sign of change. For better or worse for the Eastern Pirates, he has yet to tell.

-His immortality is not technically true immortality. He can die of old age, but if he dies by any other means (poison, gunshot, stab wound, slit throat, broken neck, etcetera), then he'll come right back to life, good as new within a few minutes. This works for incineration, disintegration, and, in unfortunate cases, digestion. His body will reappear somewhere near his death, except in rare cases when he'll pop in somewhere else entirely.
Every time he's revived, his time limit for life is reset to a century. Say, he dies at thirty years old. When he's revived, he won't live another seventy until he dies of old age. He will have another century to live. This does not stack, however. If he dies three times within half an hour, he will not get three hundred years. He'll get a century to live. Every time he is revived, his clock resets to year zero.
-As Teague is four thousand years old, he has had to change ships every now and again because they have fallen apart, even with constant maintenance, and every ship he's owned, he's christened it The Infernal Duchess.
The current Duchess is a large Man O' War, outfitted with many cannons and many types of munitions, a response to the dangers of the sea growing more and more.
